Magic in Society: Saturation Levels

Intro's be damned, let's jump straight to the subject, shall we?

Overview:  These levels are used to indicate the commonality of magic in a society and/or community.  The higher the saturation the more (and more varied) magic is available.  People are generally less likely to fear it, more likely to understand it and the less regulated it may be (that's no guarantee though).  Also, the higher the saturation, the more organizations may be seen.

Saturation Levels:

Intrinsic - Magic is used and integrated as commonly as modern techonlogy is today.  Most people know several utility spells.

Common: Unrestricted - spells, components, research and study aids are widely available, not just from specialized merchants.  Pretty much anyone can buy anything and it's not uncommon for someone to know a few spells.

Common: Restricted - similar to above but vendors are more specialized (no spells at the 7-11) and selections are more limited.  A certificate or some sort of membership may be required to purchase or sell.  It is still not uncommon to go to a wizard for healing or wardings, nor for someone to know a few spells (though related to their profession, probably).

Limited - Specialized merchants, possibly operating as a (known) side-business.  There may still be dedicated wizards for healing and other services (primarily consulting?, personal wards, charms) but its not a regular part of life.  It is rare for the average person to know any magic.  The "limited" nature may refer in some cases to government control and regulation.

Rare - Specialized vendors, secret signs & symbols.  You have to be "in the know" to see what's in front of your face.  If you want dedicated services you'll probably have to so some research and traveling - and it won't be cheap.  There are no ORS or OAS practitioners.  Most people certainly don't understand it.

Non-presence - People are aware on the periphery of thought that magic exists, but it has no effect on their lives.  There are no dedicated services and practitioners must be self-sufficient.

Completely Absent - People are likely to not even believe in magic.  All practitioners are subtle & very secretive.  1 in 10,000 would be surprising.
